Section 504 of the Rehabilitation Act of 1973 is a federal civil rights law that prohibits discrimination against persons with disabilities. Because enforcement is at the federal rather than state level (the U.S. Department of Education, Office for Civil Rights (OCR) enforces Section 504), few state education agencies provide model Section 504 forms (including TEA).
