RTI/MTSS is a framework for providing varying levels of support based on student need. Support is broken into three tiers:
- Tier 1 - universal interventions
- Tier 2 - targeted interventions
- Tier 3 - intensive interventions.
All students are in Tier 1 by default, unless they require targeted or intensive interventions. Typically, students only receive intervention tracking if they are receiving Tier 2 or Tier 3 interventions. However, some districts may choose to also track Tier 1 interventions for students who are likely to need Tier 2 interventions in the future.
If your district chooses to track Tier 1 interventions, students can have a Tier 1 RTI Plan. Completing the Plan document will place the student under eligibility review for RTI if they were not already participating in the program.
Additionally, a deadline will be set to complete a Tier 1 Follow-Up 15 school days after the Plan End Date. Just like with the other tiers, the Tier 1 RTI Plan can be amended and the End Date can be pushed back.
When completing the Tier 1 Follow-Up, you will need to make a decision about next steps:
- Exit Tier 1 - No Follow-Up deadlines will be set, and the student will be unenrolled from RTI if Child no longer requires any tier 1, 2, or 3 interventions at this time is checked.
- Continue Tier 1 - A deadline will be set for a new or amended Tier 1 RTI Plan.
- Move to Tier 2 - A deadline will be set for a new or amended Tier 2 RTI Plan, and the student will be fully enrolled in the RTI program if they were not already enrolled.
- Move to Tier 3 - A deadline will be set for a new or amended Tier 3 RTI Plan, and the student will be fully enrolled in the RTI program if they were not already enrolled.

There is no RTI Progress Report for Tier 1. Additionally, a
Right to Information document does not need to be completed for students who are only in Tier 1 since they are not receiving formal RTI/MTSS interventions.

Tier 1 intervention tracking is an optional workflow. If your district does not wish to use the Tier 1 forms, they can be
deleted and the workflows for Tier 2 and Tier 3 will not be impacted.
