When "8. PARENTAL CONSENT" is "I approve this action/ recommendation." and "Date of Receipt" is populated, "Date of Receipt" is used.

When "8. PARENTAL CONSENT" and "Date of Receipt" fields are not populated (no parent response returned), "Date Sent" plus 10 calendar days is used.
