Special Programs participation tracking determines whether (and key info about how) a student "participates" in a given program at any given time based on dates and content of completed documentation for any given student. Below are the documents used to calculate a student's participation in a district's Emergent Bilingual program.
A student is considered "participating" in the district's Emergent Bilingual program in SameGoal if they have been identified as an Emergent Bilingual. A student is no longer participating when they have been reclassified as English Proficient (under monitoring by the LPAC). Participation notes (Identified EB, Language program, Program model, Parental permission code) included on student program participation badges provide additional information at any given time about how the student participates.
If a student should be considered an Emergent Bilingual and does not display as such in SameGoal, inspect the table below. The student requires completed documentation that changes their participation status to "Participating". Conversely, if a student should NOT be considered an Emergent Bilingual but does appear to participate in SameGoal, inspect the table below to identify documentation that should be added to change the student's status to "Not participating".

Parental permission codes. The "Parental permission code" note records the state-reported code for how the parent responded to the student's placement. The code is set by the documents below; the "D"/"E" and "K"/"J" pairs differ only by whether alternative methods are indicated on the form.
