ECI Transition Conference

This form helps districts document an ECI Transition Conference.

A brief overview of the Early Childhood Intervention (ECI) (IDEA Part C) to Early Childhood Special Education (ECSE) (IDEA Part B) transition process:

• Notification (at least 90 days before the child turns 3): If an ECI service coordinator thinks a child may qualify for special education, they send a notification to the LEA.
• Transition Conference (at least 90 days before the child turns 3): The parent and ECI service coordinator have a transition conference with an LEA representative. Usually at this conference, the LEA begins the child's referral process for IDEA Part B (school age).
• IEP by age 3: When the child turns 3 ECI services end. An IEP should be in place by that time if the child is found eligible.
